BLACK SEA ECONOMIC ZONE - Public-Private Partnership Model

The Black Sea Economic Zone (BSEZ) aims to offer to Bulgarian and foreign companies the investment intentions on modern industrial terrains with provision of infrastructure – roads, electricity, gasification, water supply, sewerage, telecommunication adjacent to ports, duty free areas and airport, a direct road and rail corridor to Central Europe, available ferryboat corridors (road and rail) to Georgia, Russia and Ukraine.

☑️ Within the BSEZ there are zones with different economic specifics and logistic purpose, making the project unique for Bulgaria, the Black Sea region and Southeast Europe – there are industrial zones in the area of light and heavy industry, from high technology to agro-industry. The planned European Expo Center of Varna for export and import to Ferryboat Complex – Varna will be a multifunctional and comprehensive international exhibition center of high-standard international and European rank. This will be the largest and the highest class expo center in Europe near the Black Sea.

☑️ The Black Sea Economic Zone is a cluster investment project that provides a suitable environment for the implementation of business projects in the sphere of logistics, production, international trade, organization of annual exhibitions and fairs, hotels, sea, yacht and cruise tourism all over the year, and the servicing of transit cargo between Asia and Central Europe.

☑️ The project is implemented by experts with international experience in cooperation with representatives of state and municipal administrations, working together to meet all requirements of Bulgarian and foreign investors and to maximize the investment process in the Black Sea Economic Zone (BSEZ), Northeast and North Central regions of Bulgaria.

European Expo Center Varna (New Logistic and Reexportation Hub to СЕЕ) for import and export in the vicinity of Ferryboat Complex Varna is a multifunctional and comprehensive international exhibition center of the highest standard in Varna district. This park will be one of the largest and highest class expo centers in Europe, whose facilities will be highly technological.

A large number of new and high-tech technologies on an international level will be applied in its construction for the first time. The intelligent, ventilation and communication systems will be on the most advanced level in the world. The large design height of the halls, the floor load capacity and the power supply will allow it to carry out specialized exhibitions such as large-scale expositions, exhibitions of construction equipment and yachts that have special requirements for exhibition pavilions.

Each exhibition hall has an area of approximately 10,000 square meters and a rationally designed look. 13 showrooms on the first and second floor will have a wide entrance. Many exhibitions and exhibits can be held simultaneously without interfering with each other. The large exhibition halls provide the opportunity to use efficiently the space and achieve good visual effects through special decoration.

Around the exhibition complex there will be a number of support facilities, including conventions / hot / links to exhibitions, hotels, office buildings, banks, trade services and museums. They will be constructed in a way to meet the needs of businessmen in their business trips and visits to the exo complex.

☑️ The industrial and exhibition area is at an advanced stage of design, has a detailed conceptual design, and complete economic analyses. There are talks with potential investors about the realization of the project through DFP. At the same time, the opportunities for applying in Europe for a final technical project and the Due Diligence Analysis are explored in parallel.

☑️ The project for the construction of European Expo Center Varna (New Logistic and Reexportation Hub to CEE) for export and import to the vicinity of Ferryboat Complex Varna, is officially supported by the District Administration of Varna, Dobrich, Shumen and Razgrad as a strategic project for the Black Sea Economic Zone (BSEZC), Northeast and North Central regions of Bulgaria.

The construction of Industrial Park Shumen will be completed in three stages. It is planned to be precisely organized according to the types of business activities. The project was launched in June 2009, with subarea A functioning at the moment in the Industrial Park, where its first investors also took shelter. The industrial terrains are equipped with the following internal and external infrastructure: roads, railway access, power line, canal, gas pipeline, water supply, fiber optic cable.

☑️ Sub-area A is now 75 percent completed. A total of 18 investors have been attracted. A new major investor from Belgium, who bought 8 acres in sub-area A and 20 acres in the new C sub-area, is actual. At present, the land owning companies in the Industrial Park are 17. Four of them have already built their plants, two are currently under construction and the rest are in the process of being prepared. About 1,000 jobs have been opened on the territory of “Industrial Park – Shumen” AD. Three new industrial enterprises are planned to be built by the end of this year and 4-5 next year, with the number of employees expected to reach 2000 people in the near future.

The construction of the Dobrich Industrial Park is planned to be implemented in two stages. It is planned to be precisely organized according to the types of business activities and the declared investor interest in planned areas. The first stage includes the construction of two zones, the first zone – the Dobrich District Expo Center of 420 decares including the fair and logistics zone, the high-tech incubator, the intermodal terminal, the customs, the silos and the grain terminal. The second area of 280 decares will be an industrial park with urbanized industrial terrains equipped with fully built internal and external infrastructure: roads, access to a railway line, power line, canal, gas pipeline, water supply, fiber optic cable.

The second stage includes the construction of a modern international airport near the Industrial Park of Dobrich through a Public Private Partnership (with a strategic investor) or through an European Regional Develo[pment Fund application (OP programs).

☑️ The industrial and expo area is at an advanced stage of design, has a conceptual design, and a volume of economic analyses done. Potential investors from abroad are asked to implement the project through PPP on the territory of the former Dobrich military airport or in terrains north of it, the opportunities to apply for a final technical project and the Due Dilligence analysis are investigated.

The construction of Industrial Park Razgrad is planned to be implemented in two stages on an area of 77 decares. It is planned to be precisely organized according to the types of business activities and the declared investor interest in planned areas.

The first stage includes the construction of an industrial park with the industrial terrains provided with fully built internal and external infrastructure: roads, railway access, power line, canal, gas pipeline, water supply, fiber optic cable.

The second stage includes the construction of the Razgrad Razgrad District Fair – a fair and logistics zone, a high-tech incubator, an intermodal terminal and a customs office.

Potential investors are looked for the realization of the project through PPP on state and municipal terrains to the northern industrial zone of the city of Razgrad, the opportunities for applying in Europe for elaboration of a final technical project and the Due Diligence analysis are investigated.
