PROJECT SUMMARY
The Black Sea Economic Zone Cluster (BSEZ Cluster) has developed and proposes a concept for the construction of a Second Asparuhov Bridge as a two-level structure, designed as a strategic transport, urban, and economic infrastructure project for the city of Varna.
The concept envisages the construction of a new bridge over Varna Lake along a corridor defined in the current Master Plan of Varna, aiming to provide a second independent transport connection between the northern and southern parts of the city. The project is designed as a long-term solution to reduce dependency on the existing Asparuhov Bridge and to ensure a functional alternative in case of major rehabilitation, emergency restrictions, or increasing traffic demand.
The BSEZ Cluster positions the bridge not only as an urban transport facility, but as part of a broader strategic development framework, including port logistics, industrial zones, connectivity to Hemus Motorway and Black Sea Motorway, and long-term regional economic growth.
In its initial concept, the project is structured as a two-level bridge, where one level serves urban traffic and the second level ensures efficient connection to national and motorway infrastructure. The core objective is to establish a resilient, redundant, and strategically sustainable transport system for Varna.
PROJECT STATUS AND EXPERT ASSESSMENT
The project is currently at a conceptual / pre-investment stage. The BSEZ Cluster has developed conceptual designs, visual materials, preliminary investment frameworks, expert analyses, and justification for potential European and blended financing.
On May 20, 2019, an institutional working meeting was held at the Ministry of Regional Development and Public Works, initiated by BSEZ Cluster, with participation of EU funding experts from Brussels. The project concept, analyses, and financing rationale were formally presented.
The initial framework estimates:
- Implementation period: up to 6 years
- Investment volume: approx. €0.7 billion (Phase I)
- Total development: approx. €0.9 billion (two-level model)
- Initial ROI estimate: above 5.5%
The project is proposed in two realistic scenarios:
- Scenario I – Urban bridge (Phase I): €120–180 million
- Scenario II – Full two-level development: €600–900 million
This phased approach avoids blocking the project with an overly ambitious initial scope and prioritizes the urgent need for a second urban connection.
